Lord Slug movie, King Kai talks of Goku being the Saiyan of legend. Freiza saga there's alot of talk (mainly from Vegeta) of the legendary SSJ, and then Goku goes SSJ. All this was before Broly movie. So if you've never seen any of the movies, then you'll believe Goku was the SSJ talked about during the Frieza saga. So from that side of things, you could say that they were all mislead into believing it was Goku, when infact it was Broly. Now back onto the power levels thing. Broly was set to be killed BECAUSE of his power level, not his state/status. King Vegeta feared him, so wanted him killed. The power level is highly relevant in my opinion. He was given the title because of his power. His status is a result of his power. Plus, when Vegeta sees Kid Trunks go SSJ in the Buu saga he says something along the lines of "the legendary power of the saiyan become a child's play thing" can't remember the whole thing word for word. Well of course they are going to refer to is Legendary, great because they were just normal saiyans back in the time, this wasn't and everyday thing.

Broly is the only one to achieve it. His power is higher than Trunks' when he fought Perfect Cell, and his speed is as well [Broly's power was a bit higher than USSj2 Trunks, and his speed is equivalent to or slightly better than a Super Saiyan, at least, in movie 10, where Broly experiences a large power boost known as a zenkai from his near death experience]. Although, Goku is, undoubtedly, the most powerful Saiyan of all time, and thus, could easily be the Saiyan of Legend. It's really all how you define "Legendary Super Saiyan." Although, I'd have to remind you, canon wise, Goku is the "Legendary Super Saiyan", as movies are non-canon, as well as the Anime TV Show. However, most people include movies in canon references, so, I'd say Broly is the "Legendary Super Saiyan" if you included the movies. Google Favourite Manga Dragonball/Z, Naruto, Shonen Jump	Broly is the legendary saiyan just because of his power and the story behind him, but true because the episode where Goku became a super saiyan was called somin' like "Goku the legendary super saiyan"
